Beyond the Rating: A Practical,
Mathematical Approach to Merit Pay

The session will begin with an overview of recent trends in performance management, including why many organizations have moved away from traditional appraisal models and what current best practices are emerging in their place.

From there, we will examine common evaluator challenges such as leniency bias, strictness bias, and clustering tendencies and why these dynamics make some form of score equalization not only helpful, but necessary to ensure fairness and credibility in outcomes.

The presentation then transitions into a clear, step‑by‑step walkthrough of a mathematically grounded equalization framework that harmonizes equity and equality.

Attendees will learn the minimal prerequisites needed to apply the methodology (numeric performance scores and evaluator attribution), along with optional but highly recommended categorization by employee type to support equitable calibration across organizational levels. Using a five‑point rating scale for illustration, we will walk through mean alignment, spread alignment, and an optional bell‑curve consideration, demonstrating how each step corrects for evaluator bias while preserving relative performance differences.

The session concludes with a practical demonstration of a pay zone schema, showing how merit budgets can be responsibly translated into differentiated increases that account for both performance and position within the salary range, ensuring internal equity, budget discipline, and defensible outcomes.

Then we will culminate in a Q&A to field questions from the audience!

Dr. Kathy Ann MacDougall
VP, Human Resources for Terran Orbital Corporation

Kathy is a seasoned Human Resources, business, and operations professional with expertise in transformational leadership. Dr. MacDougall has supported many diverse industries but enjoys the energy and challenge the manufacturing industry offers. As VP, Human Resources, Kathy leads the people practice for a leading aerospace organization in Irvine. Ca. Prior to this role, Kathy was responsible for designing and implementing the people strategy for a fast-paced start-up organization in the ultra-luxurious automotive design and manufacturing industry, championing culture and actively promoting diversity, equity, and inclusion. She is an active member of the Executive Leadership Team, leading risk management, learning and development, and talent acquisition.

Kathy most recently led strategic HR alignment and environmental, health, and safety at PLI, a large commercial printer and manufacturer of access keys and gift cards. Before, as COO, Kathy was responsible for all business and people-related activities for the solar company Independent Energy Solutions. Kathy has been an HR Manager for a multimillion-dollar global manufacturer in California, where she was an active member of the facility leadership team and led efforts in learning and growth strategy.

As VP of HR for Aptera, a start-up car company in Southern California, Kathy led the HR function. Kathy led continuous improvement in her previous role as General Manager at Luxfer Gas Cylinders, resulting in sustainable, repeatable operations. She was the Lead Team Trainer for “Accountability Models for Team Leaders” and successfully managed a highly unionized environment. Also, as the former corporate director of human resources, she was responsible for all aspects of human resources management and EHS compliance for this large international manufacturer. With leadership skills honed with her EdD in Organizational Leadership and an Executive MBA, Kathy is a superior negotiator, arbitrator, and mediator. Her highly developed interpersonal and communication skills are evident in her attention to detail and ability to compile data, analyze situations, allocate resources, and meet goals. Dr. MacDougall brings over 20 years of professional HR and business leadership and management, and has operationally managed facilities in multiple states. Cancellation & Change Request Policies

Cancellations:
Requests must be made in writing to programs@pihra.org by 10/01/2026 to receive a 50% refund. No refunds will be provided after that date or for no-shows.  Absolutely NO refunds or credits will be provided for anyone who switches from in-person to the streaming event, which is scheduled for 10/29/2026 (Los Angeles County/Burbank).

Substitutions:
Requests must be made in writing to programs@pihra.org by 10/09/2026. After this date, substitutions will be processed onsite. If a PIHRA member transfers their registration to a nonmember, the nonmember must pay the difference between the member and nonmember rate.

Location Changes (for In-Person Registration):
The 2026 Fall California Employment Law Update is four (4) separate events held at four (4) individual locations (Orange County, Culver City, Riverside and Burbank). If you are a no-show on the day of the location you pre-registered for, you will be considered a no-show for the event. An additional fee of $50.00 will be required for any location changes made prior to October 9, 2026. No location changes will be granted after October 9, 2026.
